Measuring inclusive green total factor productivity from urban level in China

Background: Inclusive green development aims to combine economic inclusiveness with greenness, which is an important goal of current for China achieve common prosperity. Measuring inclusive total factor productivity (IGTFP) great significance evaluating the quality growth and accelerating growth. Method: This study establishes index evaluation system IGTFP from four aspects high quality, efficient, fair, sustainable development, using super-SBM measure based on panel data 276 cities in 2006 2019, conducts empirical comparative analysis national central cities, provincial capitals, ordinary prefecture. Result: 1) The technical progress rate city capital are significantly higher than that prefecture, but there no significant difference efficiency; most remains around 10%, south north. 2) According decomposition result, all have basically realized double-line improvement technological efficiency rate, mostly lower rate. 3) From perspective convergence, only capitals shows σ convergence feature, is, phenomenon intra-group convergence; three levels id="m2">β indicating obvious catch-up within group. Conclusion: integration “technology” “efficiency” main driving force path realize cities. needs break “regional boundaries,” including north–south boundaries urban boundaries.
